Is My Plot Inside HYDRAA Limits? A Practical Checklist

How to work out whether a plot falls in HYDRAA's operational area, and what to verify if it does.

HYDRAA was constituted for the Telangana Core Urban Region — the GHMC area plus the surrounding urban belt, with its reach extended outward towards the Outer Ring Road. The precise operational area is defined by government orders rather than by a simple radius, and it has been expanded since the agency's creation in July 2024.

Step 1 — establish the exact location. Get the survey number, revenue village, mandal and district from the deed, not from a brochure. A brochure location is marketing; a survey number is a record.

Step 2 — check the local body. Is the land inside a municipal corporation, a municipality, or a Gram Panchayat? This determines both the planning authority and the registration charge slab.

Step 3 — check water bodies. Search the survey number and adjacent numbers for any tank, kunta, shikam land or nala. This is the single most important check and it applies inside or outside HYDRAA limits.

Step 4 — check for notices. Ask whether any notice, stop-work order or litigation exists against the survey number. An encumbrance certificate covers registered transactions; it does not show enforcement notices, so ask separately.

Step 5 — get it in writing. A lawyer's title opinion that expressly addresses water body adjacency and approval status is worth far more than verbal assurance from any seller.

If the plot is well outside the core urban belt — as most Ibrahimpatnam mandal layouts are — HYDRAA enforcement is less likely to be the operative risk, but the underlying checks on water bodies, title and approval remain mandatory.
