FTL, buffer zones and nala setbacks explained in plain language — the records that define them and how to check a plot before you buy.
Most HYDRAA disputes in Hyderabad come down to three words: FTL, buffer and nala. Understanding them takes ten minutes and can save a buyer a lifetime of litigation.
FTL — Full Tank Level — is the water spread of a tank or lake when it is full to its designed capacity. It is established from irrigation department records, survey maps, tank bund levels and historical imagery. Land inside FTL is treated as water body land. It cannot be regularised into a building plot by any local approval.
Buffer zone is the protected strip outside FTL. The commonly applied setbacks are 30 metres from the FTL boundary of lakes above a threshold size, 9 metres from major nalas and 2 metres from minor drains. Development inside a buffer is restricted; in many cases only green or recreational use is allowed.
Nalas are the stormwater channels that connect tanks. They are frequently the invisible risk in a layout, because a small seasonal channel may not be obvious on the ground in summer but exists clearly on older survey maps and in the stormwater drain network.
How to check before you buy: (1) get the exact survey number and sub-division; (2) pull the revenue village map and see whether any tank, kunta, shikam or nala appears in that survey number or adjacent ones; (3) compare with satellite imagery from several years back, when water bodies are more visible; (4) ask for the layout approval file and see whether any portion was excluded as water body; (5) get an independent lawyer's opinion in writing.
Warning signs: a plot priced far below the surrounding rate, a layout whose internal road ends abruptly at a low-lying strip, land that stays green and boggy in summer, or a seller who resists giving you the survey number in writing.
Practical reassurance for outer-belt buyers: the majority of enforcement action has targeted construction physically inside lake beds and buffer strips in the built-up urban zone. Open agricultural conversions on upland survey numbers in mandals like Ibrahimpatnam are a different category — but the verification steps above are the same everywhere and are worth doing on every plot.
