FCDA vs HMDA: Which Authority Plans Your Land, and Why It Matters

The difference between the Hyderabad Metropolitan Development Authority and the Future City Development Authority, and what changes for a landowner.

HMDA is the metropolitan planning authority for the Hyderabad region: master plan, zoning, layout permissions and building rules across its notified area. FCDA is a Special Area Development Authority created in March 2025 specifically for the Future City Area, with jurisdiction reported at around 867 sq km and roughly 71 revenue villages.

When a Special Area Development Authority is notified, planning powers for that area transfer to it. That means, over time, layout approvals, land use zoning and building permissions inside the notified villages are governed by the new authority's master plan rather than the previous plan applying to that area.

For a landowner inside the notified area, three things follow. Zoning will be redetermined under the new master plan. Permission processes will route through the new authority. And infrastructure alignment — roads, trunk services, reservations — will be set by that plan, which can raise or reduce the value of a specific survey number.

For a landowner outside the notified area, the previous authority continues to apply. Land in Gram Panchayat jurisdictions outside the notified area continues to follow the panchayat and district planning route.

This is why the phrase 'Future City land' should always be interrogated. Ask: which revenue village, which survey number, which notification, and which date. Any seller who cannot answer with a document is selling a story.

For plotted buyers in the Ibrahimpatnam belt, the more useful frame is the corridor: ORR access, the employment clusters that already exist to the south and east, established layouts with real resale depth, and a long-horizon public project reshaping the wider region. Verify the plot; buy the corridor.
